AT specialists are part of a larger system.  Rather than chasing problems one school at a time, it is more effective to take a systemic approach.  One key to solving systemic issues is to conduct “outreach”. Outreach involves seeing your team in the context of that larger system and  analyzing your relationships to problem solve larger systems issues. Outreach is about building long term relationships with other departments in your district that can address AT issues. It often requires you to move out of your comfort zone, and speak the same language as other educators. It is about not waiting to be asked; it is proactive rather than reactive.
